Request for Quotation - Dust Control



The Municipality of Harrison Park is accepting quotations for the services of dust control.

Quotations marked “Dust Control” must consist of this entire 3 page document and will be accepted via email or mail to the address below no later than February 20, 2026,at 12pm local time.

1.     General Overview of the Project

The Municipality of Harrison Park has approximately 29.42 kilometers of gravel road that require calcium chloride or magnesium chloride applied for dust control.  In previous years' applications, we've applied an estimated 275,000 L of calcium chloride annually. It is preferred that a tandem truck be used as some areas include tight turn-arounds or no through roads.

The Municipality reserves the right to test each truck load of product prior to being applied to ensure quality standards have been met.  The Municipality is not liable to pay for product that do not meet the concentration requirement. 

Project start date is flexible; however, the work required in this RFQ must commence no earlier than June 15th and be completed by June 30th of the current year.  Once the project has commenced it must be continuous with regularly scheduled deliveries until completion.  A daily penalty of $1,000 will be enforced for every day the contract is incomplete past June 30th.  The only exception will be in the case of poor weather or mutually agreed upon reason.  Payment will be received upon invoicing the Municipality, and if enacted, the penalty will be deducted from the invoice payment.

 

2.     Scope of Work

The successful contractor will supply, deliver and apply calcium chloride with a concentration of 35% or magnesium chloride with a concentration of 33% to municipal and provincial gravel roads.  An onsite meeting with municipal staff and the driver(s) will be required before the project starts, and a map detailing the roads and application rate will be provided.   

The Municipality reserves the right to increase or decrease the quantity within reason.

Type of Applicator: Tandem/Tri-axle Truck (75% of work) Semi (25% of work)

Application Rate: 1.6 liters per square meter for calcium chloride OR 1.4 liters per square meter for magnesium chloride

Concentration: 35% for calcium chloride OR 30.3% for magnesium chloride.  The contractor must be able to provide product specification sheet, including density upon request.

Flow meters must be operational and on trucks when applying product.

 

3.     Desired Outcome

To improve safety of motorists while driving gravel roads by limiting the amount of dust created, and to maintain municipal infrastructure.

 

4.     Submission Requirements

Identify below the price per litre for your available product, date and sign, and return this entire 3 page document prior to February 20th, 2026 at 12:00 pm local time.

5.     Quote Acceptance/Rejection

Quotation marked “Dust Control” can be submitted via email to finance@harrisonpark.ca or mailed to The Municipality of Harrison Park, Box 190, Onanole, MB R0J 1N0.

As per section 7.2.2 of the municipality’s Tendering & Procurement Policy, the award of a Request for Quotation is based on price only and will typically go to the lowest cost bid received from a supplier that meets the bid requirements.

 

6.     Award of Proposal

The Municipality may, after reviewing the proposals received, enter discussions with any of the Proponents, without such discussions in any way creating a binding agreement between the Municipality and the Proponent. 

The Municipality is not required to accept a bid if Council decides not to proceed with the purchase, if all bids are too high, or if none meet the needs of the municipality.  The Municipality retains the right to reject the lowest or any bid.

Not until a formal, written acceptance of the proposal and a Sub-contractor Agreement signed by the Municipality and Proponent, is a binding agreement considered to have been made.
